Session overview

This session will examine the expected impact of the main retail-focused SIU measures – the Retail Investment Strategy (RIS), the Savings and Investment Accounts (SIA) blueprint and the EU Financial Literacy Strategy – on retail participation in capital markets, the main issues still to be addressed and the conditions for their effective implementation, and whether the framework can adapt to evolving retail investment models and distribution channels.

1. Design and implementation of current SIU retail initiatives

Do the Retail Investment Strategy, the Savings and Investment Accounts blueprint and the Financial Literacy Strategy provide an appropriate framework for empowering retail investors and encouraging greater retail participation in EU capital markets? What are the main issues still to be addressed, and what conditions are required for their effective and consistent implementation at EU and Member State level?

2.Expected impact and remaining gaps

Are the current SIU retail-investor initiatives, taken together, sufficient to achieve a meaningful increase in retail participation in EU capital markets and help mobilise more household savings into suitable long-term investment? What barriers may remain, and are additional measures needed at EU or Member State level? Is the framework sufficiently adaptable to evolving retail investment models and changing distribution and intermediation channels?
