Session overview

With all the main legislative initiatives under the SIU Strategy now on the table and following the Council’s March 2026 call for accelerated progress on the SIU by the end of this year and the priorities set out in the One Europe, One Market roadmap, this session will assess whether the current SIU Strategy is sufficiently ambitious, coherent and deliverable to generate decisive progress in the development, depth and integration of EU capital markets.

Points of discussion

1. SIU progress, impact and remaining gaps

Does the Council’s One Europe One Market roadmap prioritise the key measures needed to achieve a step change in the development and integration of European capital markets? Do important gaps or weaknesses remain in the SIU Strategy? Since the Council’s call for accelerated progress on the SIU in March 2026, has sufficient progress been made? Is momentum building?

 2. Implementation approach and conditions of success

Is the SIU hybrid implementation approach, combining EU-level action with Member State initiatives, realistic to deliver deeper, more integrated and more competitive EU capital markets in a timely and consistent way? What conditions are needed for this approach to work in practice? Can the SIU governance and monitoring framework maintain sufficient momentum and help avoid uneven implementation or loss of ambition?
